He has also written a number of books on election law and democracy. He is regarded as an expert in Canadian constitutional law.

Provincial: Unsuccessfully sought the Ontario Progressive Conservative Party nomination for a byelection in Parry Sound-Muskoka.
Federal: Represented Etobicoke-Lakeshore in Parliament from 1984 to 1993.

Committee: Chaired the Equality Rights Committee, the Committee on the Status of Disabled Persons and an electoral reform committee.
