Education: Holds a science degree and a medical doctorate from the University of Toronto.

Career Background: An emergency room physician/general practitioner by training, he has had a varied career. He has worked as a physician in northern B.C., and worked as a correctional officer and science researcher. He has been on diplomatic missions to some of the most difficult areas of the world, including Sierra Leone, Sudan and Zimbabwe. He has had more than 100 articles published in Canadian newspapers and journals. He hosted his own nationally syndicated television show, Beyond Politics, for five years.

Community Activities: Provided care to remote aboriginal villages and did two tours of duty at a rural bush hospital on the Mozambique border during that country's civil war.

Federal: Elected in Esquimalt-Juan de Fuca in 1993, 1997, 2000, 2004 and 2006.

Political History

Committee: Is a member of the National Defence committee. Former member of Fisheries and Oceans; Foreign Affairs and International Trade; Health; Justice and Human Rights committees.

Caucus: Former Reform/Canadian Alliance critic for International Human Rights; Health; Foreign Affairs; International Financial Institutions; Latin America and Africa; Financial Institutions. In January 2004, he announced he would not join the new Conservative party; he would sit as an Independent until the next election and seek the Liberal nomination in the riding, which he won as a Liberal in 2004.
